Where do I go to complete my NCOER and who do I send it to? : r army HRC -> EES -> start new (I think I’m not looking at the site right now) then the senior rater, then soldier signs you don’t “have” to send it to anyone when you enter their data it will pop up in their EES for them to sign make changes
